EXPERIMENTAL VERIFICATION OF THE EFFICIENCY COEFFICIENT OF FIRE SUPPRESSION LEADER’S TACTICAL DECISIONS BASED ON FIRE CHRONOMETER DATA
The article presents the results of testing the tactical efficiency coefficient of a firefighting manager (FSM) included in a stochastic resource allocation model constructed using the isomorphic flow model method. At the initial stage of a major fire, the situation remains unclear, so even a high consumption of fire extinguishing agents does not always lead to a reduction in the fire area. This is due to the incorrect choice of the decisive direction and the late redeployment of forces and resources. In the model, this phenomenon is described by a sigmoid function depending on the amount of information accumulated by the FSM. To test the model, the timing of radio communications from three major fires in tank farms was conducted. For each fire, the accumulation of information was calculated using an algorithm for quantitative assessment of awareness. It is shown that until the threshold amount of information is reached, the tactical efficiency coefficient remains low, and the fire area continues to grow despite the supply of fire extinguishing agents. After exceeding the threshold, the same consumption ensures localization. It is concluded that the threshold value depends on the amount of information the FSM can retain and process, and not on the type of burning object. Therefore, the obtained indicator can be used to adjust the stochastic model and to justify the requirements for automatic tank cooling systems.
