ANALYSIS OF THE PROBLEMATIC SITUATION OF ORGANIZING THE PREPARATION OF THE POPULATION FOR ACTIONS IN THE EVENT OF A THREAT AND OCCURRENCE OF SEISMIC EVENTS

The article analyzes the problematic situation associated with the current lack of unified requirements and recommendations for the subjects of the Russian Federation and organizations for public education, methodological support by employers for the actions of their employees, and the development of an order and algorithm for the actions of infrastructure personnel in the event of a threat and occurrence of seismic events. The results of the analysis of regulatory legal acts, organizational and planning documents confirmed the existence of the identified problematic situation. To resolve it, the structure of a new draft of methodological recommendations is proposed, consisting of three sections, and an abstract of each section is provided. Based on the results of the work carried out, based on the considered example, it was concluded that the destructive factors associated with the peculiarities of the development of emergency situations, taking into account their type and secondary risks, are significant and should be taken into account when organizing public training. In this regard, the development of unified methodological requirements and recommendations for preparing the population for actions in certain types and risks of emergency situations, including the threat and occurrence of seismic events, taking into account these factors, is a new area of scientific and applied research that is highly relevant and requires further improvement of existing scientific and methodological approaches.
